Some Ideas about the Measures to Realize Equalization in Basic Public Services in the Ethnic Minority Areas in the Western Part of China
Public service is the foundation for realizing a basic equality and stability in the society and functions as a bumper that mitigates social conflicts. Only by realizing a maximum equity in access to basic public services and ensuring the equality for everybody to realize his basic potentialities can the people enjoy a real freedom of pursuing the realization of their self-value. This paper dwells upon the connotation of equalization in basic public services, or equal access to basic public services, describes the present situation of equalization in basic public services in the ethnic minority areas in the western part of China, analyzes the underlying causes for the existing problems in this respect and offers some policy options for the realization of equalization in basic public services in these areas.
