Analysis on Dilemmas of The Decree of Government Information Openness in the Implementation

摘要：

Since the issue and execution of The Decree of Government Information Openness for more than two years, it has played a decisive role in the promotion of democracy, stimulation of citizens consciousness and sense of participation; however, the implementation still faced various obstacles. Besides the congenital defects of the Regulation, there are other influential factors such as ideas from governmental officials, legal systems, lag of information technology.
