The Establishment of Public Crisis Management Institution in Terms of Social Participation

Public crisis are urgent states and abnormal states in the process of social operation due to natural disasters, failure of social operating system, and these events would endanger public safety and normal life and production order. We can easily understand that the public crisis management cannot be perfectly solved if we simply rely on the government, we must mobilize all social forces to cope with the crisis. It also has theoretical basis that the government need social participation in crisis management Many countries also have such successful experiences. The establishment of public crisis management institution in principle, level, form and composition of internal departments should be conducted in the point of social participation in order to better fulfill its role.
