Along with the ongoing advancement of globalization, these international institutions play an increasing significant role on international affairs and a nations public management, at the same time, the proposition of governance theory makes great contribution to the legitimization the of global governance. However, globalization is a double edged-sword, which throws great challenge on public management. Hence, a blueprint of international institutions and a government co-governance is made. So this kind of management will not change the initial configuration, that is, the government is regarded as principle and the international institutions are the assistant. Someone argue that a world government will be created which can regulate the relationships among governments and guarantees the rights arising from social and economic globalization, but its unrealistic. From one aspect, global governance provides a new development on public management with the selection of governance subject and mode.
