Research on the National Policy Transfer Competitive Power under the Perspective of International Conference
The scholars treat the policy transfer only as one kind of policy formulation tools at first. On one side, they establish some frames and models; on the other hand, they study in researching some success factors or failure phenomena in the policy transfer. The larger significance of policy transfer lies in the process of metastasis through studying policy process. Currently, worldwide scales policy transfer had a new trend of development of the transfer place and the process more and more occur in the international congress. In view of this, from the international congresss policy transfer, this article proposes to obtain the policy transfer crucial essential factors between the influence countries, study the international congress, take crucial essential factors as foundation policy transfer competitive power formation and action mechanism. I have analyzed the foundation policy transfers relations, which between the national Copenhagen Congress. The conclusion can provide policy suggestions for our country to take the competitive advantages in the national congresses.
