Enhance the Scientific Management for Sea Encircling and Land Reclamation and Endeavor to Protect Coastal Zone Resources
Sea encircling and land reclamation becomes the important choice of expanding industrial and agricultural land in coastal areas for Chinas per capita farmland area is small. Chinas sea encircling and land reclamation activities have tended to be rapid and expand widely since Chinas reform and opening. Although the economic benefit of sea encircling and land reclamation is obvious, it brings the disastrous effect on ecological environment. The sea encircling and land reclamation project brings the unrecoverable destruction for oceanic environment, oceanic ecology and oceanic resources and also causes the conflicts between sea encircling and land reclamation project and ocean industry. It also leads the adverse changes of Chinas climate. In view of this, all levels of governments must enhance the management for the use of sea areas in terms of institution and policy. Currently, Chinas management for sea encircling and land reclamation has not been perfected, the management means have not been perfected and management effect hasnt made people satisfied. Studying foreign management experience and drafting Sea Encircling Management Law suitable for Chinas condition is necessary for enhancing Chinas sea encircling management; establishing an effective oceanic consultation and coordinating agency is required; the authority limit between central oceanic management and local oceanic management shall be perfected; the strict inspection shall be executed for sea area use demonstration, the sea area use demonstration operating mode shall be perfected. The public participation mechanism in sea encircling and land reclamation management shall be established and perfected.
