A Public Enterprise Conglomerate Operation Paradigm in Chinas Science and Technology Industrial Parks: A Study Based on Xian Gaoke (Group) Corporation
Based on an analysis of conglomerate operation paradigm about a public enterprise— Gaoke, Xian HTDZ (Xian Gaoke Group Corporation, Xian Hitechnology Development Zone) from Chinas Science and Technology Industrial Parks (STIPs), the author develops the arguments as follows. First, this paper poses a conglomerate operation paradigm through the analysis on Gaokes operation, which conducts its responsibility as to be an extension function of the government. Then, this paper displays the paradigms characters and functions about Gaokes conglomerate operation in advancing and completing the government responsibilities. After that, the paper also points out some problems to be solved of the paradigm. In the end, the author puts forward some suggestions about building an interactive mechanism among different hi-tech industrial parks and gives some lessons for other regions STIPs in the world.
