Problems of Policy Exclusion in Developing Countries: The Lesotho Experience

Policy porosity is one of the major factors behind poor policy implementation in Africa. Jones and Smyths (1999) social exclusion concept is borrowed in this paper to coin a policy exclusion concept in order to describe strategies in policy formation to delimit peoples access to services that they deserve and the disadvantages that this restriction causes. This concept would also be used to describe practices that segregate and designate some services as privileges for certain population groups defined in terms of social class, party political allegiance, religious beliefs, and educational achievements. Key objective is to bring a new perspective on social exclusion literature, especially when the concept is applied to public administration as it remains an unintelligible hollow in this context. Rather than viewing social exclusion from a reverse angle, the basic idea should on the nature of development process of any form of exclusion we witness. Two levels of exclusion in policy formation are identified at the macro level where information dissemination on new policies is assimilated to the existing one; and the micro level that involves two strata; exclusion becomes evident at the policy formulation stage where subjective tendencies tend to underpin decision making processes, and at the ministerial level where a little leverage is expended on implementing policies that do not directly benefit implementers. Policy exclusion continues to hamper growth is poor countries, especially African countries that have very little experience in policy formation. Circumstances prevailing in the case study country evidently apply in all other poor countries and therefore it is hoped that this paper would bring about solutions to policy formation as it has became only an ideal far from real.
