Study on the Problems and Countermeasures of Chinas Local Governments Decision-making Procedures
Local governments of China have gained and exercised more and more management and decisionmaking power since the adoption of reform and opening policies. The expansion of local governments decision-making power fully motivates local authorities initiative and enthusiasm, but at the same time the procedural problems arising can not be ignored when local governments exercise their decision-making power, the contradiction between reality and ideal in decision-making process is very sharp, it is the result of the tradition of chinaplacing more emphasis on results than procedures, some leaders of local governments believe that as long as the result is beneficial to the people, even if the procedures are illegal, it is also worthy of the great trust of the people. Dominated by such thinking, the following things are ignored or become a mere formality, such as: putting forward decisionmaking problems; designing solutions; perfecting expert consultation and demonstration system; decision-making stakeholder participating in the hearing system. This paper tends to take Symbol City of Chinese Culture for example exploring the problems and countermeasures of Chinese local governments decision-making procedures.
