Establishment of Intergovernmental Cooperative Mechanism in Regional Integration—Taking Yangzi River Delta and Washington Metropolitan Area as Examples
Intergovernmental cooperation has been one of the governmental reform trend in worldwide since 1990s. Regional Integration is the main stream of economic development with further moving on globalization. Establishing strong regional economy is the key factor for local governments to enhance their competition in world market, while local intergovernmental cooperation is the core to realize regional integration. How to form scientifically cooperative mechanisms so as to run and interact the local economy well is the premier problem facing to our regional economy construction. Through analyzing the cooperation models between Yangzi River Delta and Washington Metropolitan Area by comparison, this article points out that to establish united regional joint organizations, scientifically divide the functions between central government and local governments in the course of constructing regional integration and exert the macro control function of central government reasonably are key factors to establish local intergovernmental cooperative mechanisms.
