Technology Policy Innovation of Encouraging Intensive Utilization of Natural Resources
In China, the shortage of natural resources coexists with extensive utilization and it is much clear that natural resources are restricted. Therefore, intensive utilization of natural resources becomes necessary, and it is the key point for realizing the intensive usage to make technology innovation. On one hand, technological progress can optimize the pattern of combination for various natural resources in the production, in order to get more outputs by fixed resources as well as improve the usage efficiency of resources. On the other hand, technological progress can also update the work methods and objectives, which help people utilizing the natural resources that were hard to use and make it possible to break the restriction of resources supply. Technology innovation is the innovators rational choices after theyve made comprehensive analysis on the economic returns, scientific and technological conditions, policy-systems and so on. So, the government should try to encourage the development and application of intensive utilization of natural resources by carrying out some economy and technology policies on property system, finance, tax, government regulation, market cultivation and so forth.
