Research on the Third-party Evaluation Consultation Model of National S&T Planned Projects Based on Government Functions Transformation

摘要：

The essence of the evaluation consultation system of national science and technology (S&T) planned projects is the transformation of government functions, and government functions decide the basic direction of administrative management, so it is significant to analyze the third-party evaluation system based on the transformation of government functions. From the view of service-oriented government, this paper firstly analyzes dilemmas of government function in national S&T planed projects, then analyzes the transformation and performance of governmental functions after the third-party evaluation model being introduced, and finally illustrates the performance of third-party evaluation consultation exampled by the State Administration of Cultural Heritage.
