Analysis of the Application of the 360-degree Performance Appraisal in the Civil Servants Performance Evaluation

Civil servants performance evaluation is carried out as an important basis for rewards and punishments of civil servants, for dismissal, for job rotation, for job employment and for adjustments to the position, and also as an important basis for position level and wages. Scientific civil servants performance appraisal methods play an essential role in improving the civil servants performance management system. In China, the current civil servants performance management system is still on the exploratory stage, when affirm our achievements, we should have a clear understanding of the existing problems. The official indicators for civil servants performance evaluation are too general and too much emphasis is paid on qualitative assessment, even standard quantitative assessment is ignored; the civil servants examination process is mere a formality show without enough democratization and openness; the lack of specific evaluation criteria, the absence of enough precise assessment and highly efficient assessment results affect the validity of performance evaluation. Therefore, accompanying with specialty of the civil servants groups in our country, the author try to apply 360-degree performance appraisal methods to evaluate civil servants performance so as to overcome the weaknesses of the previous assessment. This paper briefly introduces the macro level of the 360-degree evaluation, and comprehensively analyzes feasibility of the 360-degree evaluation, and the paper mainly focuses on the Weight Design and the problems need to notice, gives more systematic analysis of the theory research and the application of practice, therefore, the idea of the 360-degree performance evaluation used in performance appraisal comes into being.
