Chinas Public Procurement: Development Issues and Future Trend from the Perspective of System

LU Yao-tai@School of Public Administration, Florida Atlantic University, Boca Raton, FL USA.33431 Chinas public procurement has evolved from decentralization to concentration and from rule-byperson to rule-by-law. The enactment of Government Procurement Law in 2003 is a landmark in Chinese public procurement. But in the process to enforce the law, China is confronted with many problems and challenges in how to promote public procurement. The problems revealed in the recent development of Chinas public procurement encompass small scale and narrow scope, uneven developing progresses, lack of unified national system, and poorly designed purchasing plans. The current innovation incorporates enhancing the enactment of laws and regulations, safeguarding the unity of public procurement laws and regulations, and expanding the scale and scope of public procurement. The development rend is based on these innovation measures.
