The Constitutional Foundation and System Resources: The Development of Government Performance Measurement in China

After performance measurement as a technology was introduced into the public sector, it became the system of evaluation of the government actions by the people and other state authorities as well as the tool by which government can prove its legitimacy. This relates to the relationship between the people and government, citizens right and public accountability, etc that are important issues in politics and law. This paper tries to explain the legitimacy and necessity of government performance measurement from the perspective of law and politics firstly. Then, the author affirms that item 1 of article 27 in Constitution of the Peoples Republic of China is the constitutional warranty for developing government performance measurement in China. Finally, the possible development spaces for government performance measurement in China are pointed out by examining some systems in administrative law.
