Performance Measurement and City Management Innovation: Compare American CitiStat Model and Chinese CitiGrid Model

Over the past decade, two different new city management models, CitiStat and CitiGrid, are created respectively in Baltimore City, USA, and Beijing Dongcheng District, China. The CitiStat possess four features: the staff, data, meetings and follow-up. The significant advantages of CitiStat include accurate and timely intelligence, relentless followup and assessment, and low initial investment and operating costs. Meanwhile, its disadvantages are too many complex indicators and timeless great pressure for the heads of municipal agencies. By contrast, the CitiGrid model conforms to double-axes, standardization and system of responsibility principals. CitiGrid is characterized with hierarchic organization structure, high costs, and top-to-down administrative promotion. Its substantial advantage is real-time problems detecting and reporting. Its shortcomings include high initial investment and operating costs, less citizen participation, and low efficiency to deal with problems.
