Establishing Performance Evaluation System of Public Crisis Emergency Management Based on AHP

摘要：

In this paper, for the standpoint of public crisis, focusing on emergency crisis management, emergency management of public crisis is divided into four stages : prevention, preparedness, response, recovery, as the four stages of crisis management public sector-based research. This article apply theory to reality, to explore in-depth theory and the status of public crisis on the basis of the assessment from the main body content of assessment to assess the object, to build four indicators to assess the crisis in public emergency management performance evaluation system. In the appraisal target aspect, this article mainly emergency manages four stages according to the crisis, the union present academic circle to the public crisis emergency management achievements appraisal indicator system aspect inquisition its division is five dimensions: The information management, the public relations manage, the decision analysis, the strain management, to resume the management, and then the application analytic hierarchy process has carried on the concrete division to these five dimensions, finally has carried on mathematics quantification evaluation to them.
