Studies on Assessment of Energy Conversation and Pollution Reduction in Heilongjiang Province by Analytic Hierarchy Process*

摘要：

The research on energy conservation and emission reduction shows that there is no decisive opposition among energy, environment and economy and if the relationship of the three aspects can be handled appropriately, the coordinated development between economy and society can be realized. This paper selects Heilongjiang Province as the typical area, and constructs the five modules i.e. resources consumption, pollution emission, resource recycling and reuse, economic and social development and ecological environmental quality. Based on AHP, this paper analyzes the implementation effect of energy conservation and emission reduction in Heilongjiang Province with the data of energy conservation and emission reduction from 1999 to 2008, showing that the implementation of energy conservation and emission reduction should be emphasized on resources consumption and ecological environmental quality in Heilongjiang Province.
