Characteristics of Policy Instruments, Issues and Governing through Campaign in Contemporary China

Why does the Chinese government govern through campaign frequently? Main opinions of this article are: On the basis of instrumentalists assumptions of policy instruments and rational choice theory, assuming different policy instruments which are replaceable have different characteristics and decision on the choice of policy instruments are in conformity to rational decision making model, so after a lot of decisions, we could find: for solving certain type of issues, decision-makers always choose certain policy tool. The reason is: for certain issue, certain policy instrument is an optimal choice; rational decision-makers make decision by choosing optimal policy instrument, so the result is that decision-makers always choose certain policy instrument to solve certain type of issues. Based on the above view, I believe that governing through campaign and governing through institution are the only two policy instruments (on certain level) of the Chinese government. Governing through campaign and governing throug h institution have different characteristics whLh determine they are optimal choice for different issues. If certain issues for which governing through campaign is optimal choice always appear, decisionmakers always choose governing through campaign. After that, this article analyze the characteristics of governing through campaign and governing through institution, and try to bring up a opinion: governing through campaign is the optimal choice for dealing with issues of importance and other is first best choice for addressing unimportant issues. If important issues emerge frequently, it is inevitable that decision-maker govern by campaign frequently. Also, the concepts of important and unimportant are not precise. For the present they just indicate issues to be addressed though campaign are important than that to be addressed through institution. The boundary need more research.
