Survey of Performance Evaluation System of IransPublic Organizations
One of the main goals of each organization is undoubtedly reaching to the maximum of efficiency and effectiveness. And it cannot be obtained without using suitable systems and instruments of evaluation and monitoring, which is the intertwined part of management in the present era. Because of the political and social dimensions, this issue has special importance in the public administration domain. The Management and Planning Organization has carried out the performance evaluation issue of public organizations (from the year 2002) as one of the cabinets acts. And public organizations, ministries and public firms performance are being evaluated annually with the special and general indexes. Based on that, all the public organizations are being ranked. Study on the performance evaluation system of Irans public organizations shows that, although the current system has lots of positive aspects, but it faces significant problems and challenges, that some of them are as follow: lack of a theoretical framework and a scientific model in the performance evaluation system, Lack of a relationship between the performance evaluation system and productivity system and... This paper tries to analyze the problems of the performance evaluation system and to present a suitable model for the performance evaluation in Irans public organizations.
