Network Governance: A New Method to Analyze the Regional Cooperation
Network governance that is used in regional cooperation are based on two reasons: one is that there are many regional problems unsolved, the other is that neither bureaucratic organization nor market success in dealing with regional affairs. So networks have been widely recognized by both scholars and practitioners as an important governance method, and it is an attempt to use network in regional cooperation. The basic framework of network governance consists of environment, behavior assumption, its subject and object, and its tools. The paper gives some advice that it should make some innovation about learning mechanism, trust mechanism, participation mechanism and incentives mechanism for regional cooperation. Although few contemporary politics views network governance as an opportunity or threat to democracy, it is still an availably form for analyze the regional cooperation.
