A Study of Public Participation in Public Crisis Governance in China

As the key of traditional public crisis management, the government is the management center organized to efficiently handle disasters induced by public crises in a risk society. But facts show mat effectiveness of public crisis governance depends not only on the role of government at different levels, but also subjects to the orderliness of public participation. In order to effectively respond to the growing public crises in modern society, China must transmit its management idea from the traditional single-center government into the modern multi-center governance, emphasize the leading roles of the government sector as well as the positive effects of the public and make them the key factor of its government crisis governance network under the unitary planning and the comprehensive coordination of central government.
