Study on Governance of Rural Minority Communities in Western China
It is necessary for the building of new socialist countryside and harmonious society, to handle governance of rural minority communities in Western China. Pressing ahead with modernization and socialist market economy and the reform of Chinas rural political system brings new opportunities for governance of such rural minority communities, but also difficulties such as poor institutional environment, resource shortage, weak non-profit subjects and market subjects, limited number of participation villagers, and poor cultural basis. To find solutions to the above mentioned governance, common features of modern community governance should be considered; furthermore, local elites and social capital should be fully leveraged according to local conditions, democratic and public spirits of villagers should be developed, and a way of sustainable development that is self-governance, self-education, self-service and self-development for rural minority communities should be taken for rises in environmental value, social value and economic value.
