The Study of the Basic Medical Insurance System Convergence in the Chinas Urban-rural Integration Process

摘要：

The current China basic medical insurance system is consist of the basic medical insurance systems for urban workers, medical insurance system for urban residents and the new rural cooperative medical system. The three kinds of basic medical insurance systems designed for different groups, taking different funding patterns and the security levels. Chinas urban-rural dual economic structure is the deep cause of the fragmentation between urban and rural social insurance systems. The convergence of rural-urban basic medical insurance systems require lightening the identity factor, based on the integration of the existing three kinds of basic medical insurance systems, and establish a unified framework of system, a multi-level and progressive basic medical insurance system. Urban and rural residents fairly enjoy the benefits of basic medical insurance, on the basis of which, Chinese urban and rural social security integration will be gradually implemented.
