CAS Characteristic and Evolutional Driving Power Analysis of Government Information Resources Allocation

The purpose of this paper is to provide a theoretical platform for studying the characteristic of government information resources allocation in terms of complex adaptive system approach and analyze the related evolutive driving power referencing concept of potential energy in Physics. In this paper, government information resources allocation is seen as a complex system. The expression of the complexity and uncertainty of this system under the Complex adaptive system mode is presented. According to the expression, the related evolutive driving powers (area gravitation, interest gravitation, information capacity gravitation and power gravitation.) borrowing ideas from potential energy in physics are summarized. The analytical expression of the complexity and uncertainty of government information resources allocation under the Complex adaptive system mode and the comprehensive abstract of its evolutive driving power, provide a theoretical reference basis for government information resources allocation research and practice.
