Research on VEAs for the Thermoelectricity Plants in China

In China, most of thermal electricity generation enterprises are central large state-owned enterprises, to which the traditional command-andcontrol environmental administration approach is often lacking effectiveness when they are asked to conduct environmental control. The voluntary environmental agreements (VEAs) originated from the developed countries mitigate the opposability brought out from the command-and-control environmental law enforcement. Due to lack of compulsoriness in the enforcement of VEAs, the VEAs might be possibly the new approach for the enterprises to escape environmental responsibility and for the administrative authorities to seek power rent. It is necessary to lay down the clear baseline for the enterprises to control environmental issues and to effectively supervise the compliance and enforcement of the VEAs. Meanwhile, the government should offer some necessary assistance to the enterprises to enhance the motive in positively implementing the VEAs and the third partys supervision should be properly introduced.
