A Study on Governments Countermeasures for Environment Pollution from the Perspective of Correcting Negative Externalities
The environmental problem has already been turned into a global issue along with the world economy development. Thus curbing the environmental pollution is an issue confronted with all the governments, especially for the governments of developing countries. Many developing countries cannot effectively guarantee the full protection of their environments when they pursue the maximum of economical benefits. However, the environmental pollution problem directly reduces the total social welfare, and to be worse, it will play a negative role in a countrys sustainable development. Thus for effectively bringing the environmental pollution under control and correcting the negative externalities, this thesis explores the root causes of environmental pollution, analyzes the neccessity for governments to correct negative externalities for solving the environmental pollution problem, and then proposes series of the governments countermesures for administrating environmental pollution. The main countermeasures for the government to correct the environmental negative externalities include transforming economic growth mode and advocating enterprises clean production, promoting the reformation of environmental management system, and guiding the citizens to participate in environmental protection.
