A Study on Fiscal Policy for Ecological Civilization in Zhejiang Province, China
For the crucial period of planning the National Twelfth Five-year Plan, the Decision on Promoting Ecological Civilization Construction by Zhejiang Provincial Committee of the Communist Party of China formulates the general requirements, main objectives, critical tasks and essential measures to improve the construction of ecological civilization (ECC) in Zhejiang Province. In addition, the decision emphasized the importance of the fiscal policy for this project. In the context of a challenging economic environment, and pursuing a sustainable economic development, it is imperative to make researches on how to improve the fiscal policies for accelerating the ECC in Zhejiang Province. This paper firstly introduces the practice of the ECC in Zhejiang Province in recent years. Then, it analyzes the problems in the current fiscal system in carrying out the ECC. Finally, this paper gives some suggestions on how to accomplish the ECC in Zhejiang, including expanding investment and financing channels, establishing the construction funds, improving the efficiency of fund utilization and perfecting the financial transfer payment system so as to match the ecological compensation mechanism.
