Deliberative Democracy and Chinese Village Election
After 1980s, western scholars begin to think about deliberative democracy because of the ills of modem democracy. Deliberative democracy is not an innovation, but a generic term which encompasses democratic reforms cares about widely participation in policy process and cares about reaching consensus by deliberation. The author first reviews the content and characteristic of deliberative democracy, after that, the law foundation of village election is investigated. Then the author investigates the feasibility of deliberative democracy in analyzing village election and to what extent the theory can be used in analyzing village election. At last, the author gives some suggestions to develop the capacity of deliberative democracy in Chinese village which include the methods of construction of citizenship, the legality of local power, development of villagers deliberative capacity.
