Media framing theory affords local governments valuable reference. Based on this theory, the paper analyzes the construction of news frame of traditional media and network and the improper acts of the local government in reconstructing news frame by studying Deng Yu-jiao case which was a public event happening in 2009. According to media framing theory, first of all, local governments should get a clear understanding of the news frame of public opinion, then employ different ways of response in line with the different features of frame construction of network and traditional media, once more avoid choosing antagonistic objects attributes when reconstructing news frame as fully as possible, and choose homogametic objects attributes, and finally choose traditional media as means of transmission so as to exert the function of traditional media.
