The Establishment of Chinas Ombudsman Institutions

The executive power is the most active and difficult part to control in the national power system. Existing monitoring relief mechanisms cant control executive power completely and adapt to the civil rights in relief needs. In this context, the cases that civil rights violation caused by illegal administrative activities and maladministration are increasing. Especially those monitoring relief mechanisms have its own inherent flaws and weaknesses; therefore, it is necessary to expand new ways to change this difficult situation. Ombudsman institution is such a new mechanism for the supervision of relief. According to Chinas national conditions, it is the right time to establish Ombudsman system in China, which focuses on undesirable and unreasonable administrative acts. In this way, Chinas administrative supervision system will be improved.
