Analysis of Public Opinion Polls on Public Participating in Public Policy Process—From Perspective of System Dynamics

摘要：

Based on the view of system dynamics , this article analysis the status of the public participating in public policy process with some systems archetypes, and points out that public opinion polls are the new way of public participation when confronting with such situations: we call it virtuous circle when public participation has good effect on public policy process and we call it rich men being more richer when social resources are obtained only by the people participating in public policy process; as the medium of communication for government and the public, public opinion polls play important roles in achieving universality, authenticity, validity and orderliness for public participation; finally, this article puts forward some recommendations on public opinion polls in public participation, bringing the advantages of public opinion polls into full play.
