Organizational Innovation to Achieve Technological Innovation—A Partnership between Government and Industry to Solve Complex Defence Problems
Facing complex problems for which existing problem solving mechanisms were sub-optimal, the Australian Department of Defence created a new organization, establishing a collaborative partnership between government, industry and academia. The new organization, effectively sitting astride the boundary between the public and private sectors, operates with unique relationship, governance and risk appetite settings to create an environment within which technological and organizational challenges can be explored and solved. The Rapid Prototyping, Development and Evaluation Program is used as a case study to illustrate how organizational innovation can be applied to create the relationships and environment in which technological innovation can occur. The case study also illustrates how a public sector organization can engage multiple private sector organizations in a behaviours-based strategic relationship.
