Review and Prospect: The Chinese Model of Government-business Interaction under the Background of International Financial Crisis*

The international financial crisis since 2008 urges Chinese government-business interaction which has been relatively balanced to incline to government intervention. In order to cope with the crisis, Chinese government carried into active fiscal policy and moderate loose monetary policy, promoted industrial planning and regional revitalization, and helped enterprises to walk out plight through a variety of measures. In practice, Chinese government and enterprises formed a model of government-business interaction with elastic legal constraint. This interactive model consists of two parts. One is direct government-business interaction. The other is indirect interaction through market. The outstanding characteristic of this model is flexibility of legal constraint. In times of post-crisis, in order to ensure government and enterprises both to do right things and do things rightly, we have to construct government-business cooperative interactive model based on rule of law. This cooperative interactive model should be composed of three parts. One is direct government-business interaction. Another is indirect interaction through market. Another is indirect interaction through society.
