Public Interest Interpretation from Policy-making Perspective

摘要：

Public interest is acknowledged as the value basis and attribution of public policy-making. But it is very hard to define the connotation of public interest. The defining subject and interest integration procedure are two important parts which can not be ignored in the course of the interpretation of public interest. And deliberation process is indispensable in public interest definition for a specific public policy-making. It is only public interest that can instruct public policymaking and promote the policy compliance.
