Analysis on the Guidance-oriented Government Function in the Construction of Chemical Industrial Parks
This article examines the function of government in the construction of chemical industrial parks and points out the necessity and constraints of guidanceoriented government function in the construction of chemical industrial parks. Chemical industrial parks have strong cluster effect and externalities. But there are also many problems in the construction process. The government needs to provide guidance to the construction of chemical industrial parks in general urban planning, differentiated policy, guidance management, and infrastructure construction. But the government is also constrained in its material support, management level, and public support. Therefore, the guidance provided by the government in the construction of chemical industrial parks is also limited. The government needs to be aware of such limitations in its function and take measures to overcome them.
