A Comparative Analysis of Super-ministry Mechanism Reform and Small-government Model

摘要：

Changes in economic and social contexts are the internal driving force of the reform in government management pattern. Both the super ministry mechanism and the small government model are the products of economic and social changes. There is no contradiction in logic between the big of the super ministry mechanism and the small of the small government model. The logic commonality between the two is based on their dynamic adaptation to the changes of the governmental functions. Generally speaking, Chinas super-ministries reform is a process of value-returning, experience-eliciting and content-development from the small government model; and it is achieved under the conditions of adapting itself to social and economic transformation.
