A Model for Public Participation on the Basis of ECPs
Throughout history, the idea of direct democracy has been regarded as an unattainable ideal by political philosophers. Previously, the direct and sustainable participation of the public in trivial affairs related to their fate was not possible. By developing electronism, the possibility of direct and continuous polls promises that direct democracy is achievable. However, temporary polls can never refer to deliberated opinions of the public about their fate. Therefore, designing a system of continuously collecting public opinions about the details of public decisions is necessary; a system which provides the possibility of continuous reconsideration for people and aggregation of opinions for consecutive generations of the society for better administration. Strategic era based planning system using Comprehensive system of the public information and communication provides the opportunity of considering the opinions of various groups of the society as executable scenarios and saving them in the database of system in order to chose them for execution in accordance with their attractiveness and requirements of each era based on the opinions of the public and policy makers. In this regard, the possibility of continuous recreation of social institutions based on reliable and deliberated opinions of people is provided. In this way, it prevents the imposition originated from traditions established in the old social institutions, and democracy is realized in its real sense away from tradition, structure and trend of government changes and promises progressive governance.
