Government Regulation, Technology Level and Regulation Technology Failure

摘要：

With the public management reform happened over world, governments intensified competition among nations. As public sector actors, public sector employees for the efficiency of the public sector have been an important role. This paper research shows that technical level has become the risk of regulate behavior, regulatory executive department as the agent of contract can be hidden behind information of their initial technical level, also can hide action in studying further raise the level in the later. The technology gap between regulation and become the decisive factor of regulation effectiveness, when both sides in the same technology level, regulation efficiency in a critical state.
