Function Division between County and Town Level Governments: Case Study of Chengdu
The effect of town government reforms in China is not obvious because of the insufficient of function division and power separation between county-level governments and town governments. It is necessary to push the reform forward by promoting the function division between the two level governments. The former researches show that the decreasing of items in the appraisal system work out by county-level government to measure the achievement of town governments officials, the increasing of functional and organizational peculiarity of town governments, the enhancing of town governments financial capability and financial independent, the strengthening of county-level governments ability that manage and serve the rural area people without town governments as well as the concomitant reform of public institution and public service supply system are all favorable factors to the function division between county and town-level governments. The point is confirmed again by the experience of Chengdu reform. And the experience of Chengdu also shows us the path of the function division between county and town-level governments, and the way that push the reform forward. We argue that the functions that costly, professional, technology or authority required, with distinct externality, or equalization oriented should assign to the county-level governments, while the functions that are detailed, specific or direct public service needed should assign to the town-level governments. The function division between county and town-level governments may reduce the intervention from county-level governments when the town governments performs their duty and bring more benefit to people live in rural area of China.
