Research on Service Government Performance Appraisal System Based on the Balanced Scorecard

With the development and progress of our society, the present society has demanded a new style of government administration and new administrative conception. All these, on the objective, urged the government to strengthen its civil public service function and social administrative function, Building service-oriented government has become a strategic goal of national administrative reform. How to improve government efficiency, improve the effectiveness of work is becoming a hot topic in public administration, while Government in building service-oriented government and the implementation of administrative services. Uniting Balanced Scorecard with the conception of service government and Government Performance, this article analyzed the intrinsic relationship between the service government and the civil public service efficiency evaluation, and proposed the conception of Service government performance appraisal system based on the Balanced Scorecard , in order to breakthrough and the starting point to improve the civil public efficiency evaluation, and further the process from the traditional administrative style to the service government style, which would finally advance the administrative reform, reference the value information for government decision-making.
