Performance and Reconstruction of Industrial Associations Functions from the Cost-benefit Perspective: Based on the Case of Wenzhou City in China

The function implementations cost-benefit rate is very important for the Industry Association(IA) functions performance. By comparison, the functions with low transaction cost/high benefit can be implemented with a very high frequency, those with high transaction cost /high benefit or low transaction cost/low benefit can be implemented in an ordinary frequency, while those with high transaction cost /less benefit only can be implemented with the least frequency. Based on such standpoints, in order to improve the performance of the IA functions implementation, the Government should not only seriously consider the size of the costs and benefits of IA functions implementation when they want to transfer the functions to IAs; they should also pay much attention to improve IAs resource conditions, empowering appropriate financial, personnel and material resources, ameliorating its transaction environment; the Government still should establish a favorable system for purchasing IAs services, making adequate incentives to IA to ensure the functions could be implemented effectively, efficiently.
