Analysis on Chinese Governmental Function in the Crisis Management of Natural Disasters

摘要：

This paper studies the role of the government in the crisis management of natural disasters. Based on the role of Chinese government in the crisis management in the Wenchuan Earthquake, the status quo of Chinese government function in the crisis management is analyzed as follows, deficiency of normal management for natural disasters, lack of stand crisis management organization for natural disasters, shortage of early warning and forecast for disasters and overabundance of abnormal management. According to further analyze its causes, with the theory of limited government, Chinese government functions in different stages of natural disasters crisis management are improved, management in the normal situation is strengthened, government functions in the pre-crisis, process of crisis and reconstruction and restoration after crisis in the abnormal situation are changed so that the government can rightly perform its functions in the abnormal situation.
