City-county Coordinative Development in the Scenario of Province Supervised County

摘要：

In the reform of province supervised county, it is necessary to stimulate the vitality of county and to realize social justice; as well as the economic efficiency and the role of central city as development pole should not be ignored. So the citycounty coordinative development is an inevitable choice for local economic and social development. This paper builds up an objective system for citycounty coordinative development, including economic objectives, social objectives and political objectives. The paper also proposed a series of approaches, which could help cities and counties change their zero-sum game into positive-sum game for coordinative development, such as expanding administrative contract system, establishing balanced system of governments power and responsibility, improving peoples congress election system, properly reforming social security system, etc. Paper also proposed that Zhejiang Province need adopt four different modes for city-county coordinative development according to the various situations in this reform.
