On the Problems and Improvement of the Residents Autonomy

摘要：

The original meaning of the residents autonomy is that the community residents should decide their public affairs themselves. But many factors contribute to the insufficiency of residents autonomy in practice. These factors include the excessive interference of the governments, the deficiency of the residents participation and the replacement of the functions by other community organizations. The reason is that the scope of residents autonomy doesnt define well and residents committee cant represent the residents sufficiently. In order to solve these problems, it is necessary to define the boundary of the residents autonomy, to establish a mechanism to encourage the participation of the residents and to build a mechanism to safeguard the residents autonomy.
