The Application of Public-private Partnerships Model in the Area of Rural Infrastructure Construction
Due to the strong non-profitable nature and externalities of rural infrastructure, it is impossible to carry out the entirely market-oriented policies. Introducing the Public-private Partnerships (PPP) model not only could help government to play a leading role, but also may appeal to all sectors of society to participate in the area of rural infrastructure construction. This is an effective form to achieve efficiency and fairness for developing the rural infrastructure. However, the application of the Public-private Partnerships(PPP) model needs some internal and external conditions, especially to establish a long-term and effective cooperative mechanism between the public and the private sectors .Besides, we need to implement corresponding polices on property system, the decision-making procedure and the management system .
