Cyber-democracy in Cyber-society: A Way of Public Deliberation and Institutional Innovation
The democratic bases in cyber-society make cyberdemocracy possible. Cyber-democracy defines the innovative process of collective action in cyberspace where, taking advantages of the media of the Internet, netizens act as citizens participating in public affairs, influencing political and social decision-making in order to construct public life. The functional orientation of cyber-democracy is public deliberation and public governance that determines the principles of cyber-democracy institutional innovation which are to make the formation of public sphere as core objective, to make the public use of personal private reasons as prerequisite, and to make institutional arrangement of cyber democratic collective action interact with formal institutional system. And cyber-democracy institutional innovation also includes details such as directing cyber democratic action corresponding to the norm of publicity, promoting the communication and integration of multiple reasons, constructing the system of information sharing, taking the public deliberation of local public affairs as basic platforms of cyber-democracy.
