New Model of Urbanization and Equalization of Basic Public Service—Case of Yingzhou District of Ningbo City
The crux of urban and rural non-equalization of basic public service, is urban-rural dual structure. To accelerate the equalization of basic public service in urban and rural areas must be based on a new type of urbanization. This paper selected Yinzhou District of Ningbo City, the only county entered the integration development stage of urban and rural in Zhejiang Province, for the empirical study, and analyzed the performance of equalization of social security, basic education, public health and infrastructure in the process of urban and rural development. On this basis this paper proposed, the target of promoting urban and rural equalization of basic public service is to realize the integration of supply system of urban and rural public service, and to improve the implementation of mechanism of the equalization of basic public service between urban and rural areas through institution innovation. That is, to strengthen the public finance system with the match of financial and governmental powers, deepen the reform of household registration system of urban and rural residents, speed up the establishment of assessment system of rural public service provision, and construct service-oriented government to meet the requirements of the equalization of basic public service.
