A Study on Judicial Review of Withdrawal of Charges in Administrative Litigation: Based on the Analysis of the High Withdrawal Rate

摘要：

The extremely high withdrawal rate, which is both closely related to the existing political structure and the specific procedural rules in the judicial practice, makes the provisions of the Administrative Procedure Law of the P. R. China for the judicial review of withdrawal nominal. So the way suggested here to address it, on the technical front, is to establish reasonable rules of withdrawal review and to regulate executive disposition effectively.
