Analysis of the Consolidation of the Government Responding Capability to the Network Mass Incidents in China

Chinas social development has become into the internationally-accepted sensitive period. With the increasing popularity of the Internet, various network mass incidents come out. To a large extent, those incidents contribute to the prominent problems that affect the social stability. The complexity of the cyber world leads to the various expressions of the network mass incidents. This imposes a lot of troubles in the law enforcement of the government, and meanwhile it also silhouettes the weakness and setbacks in the responding capability of the government. This paper starts with the analysis of causes and characteristics of the network mass incidents, theoretically bases on the New Public Service Theory, and then brings up that the government should strengthen the build-up of the capability in different respects, increase the level of the opening and exchange of the information, promptly get the tendency of the public sentiment, and resolve the crisis brought about by the network mass incidents on the basis of equal dialogue.
